UPGRADE is a technical, independent, non-commercial, and freely distributed electronic publication, promoted by CEPIS (Council of European Professional Informatics Societies), an organization that unites 36 Informatics Professional Societies from 32 European countries and is the voice of more than 200,000 ICT Professionals in our continent.

UPENET is the network of publications, paper or electronic, from CEPIS member societies. It has UPGRADE as its anchor point.

September 22, 2008:  Latest news about UPGRADE and UPENET
Latest issue of UPGRADE available (edition in Spanish too).

The latest issue of our open digital journal, corresponding to August 2008, is available now at this website.

It features the following sections:

  • A monograph entitled “EUCIP: A Model for Definition and Measurement of ICT Skills” which is intended to provide a comprehensive view of all aspects of the EUCIP model. EUCIP is presented as a CEPIS development which aims to set the basis for building solutions to the complex issues of professionalism and effective management of ICT competences.  The collaborative European-wide development of EUCIP, including descriptions of several precedent initiatives, is revisited. Experiences which are taking place in eight European countries are also presented, so that EUCIP is described as a unique example of multiple multi-stakeholder partnership having different forms in different countries.
The guest editors of that monograph are Renny Bakke Amundsen (Norwegian Computer Society, Norway), Neil Farren (ECDL Foundation, Ireland), and Paolo Schgör (AICA, Italy).
  • UPENET (UPGRADE European NETwork), with an article from the Spanish journal Novática which describes the ICING (Innovative Cities for the Next Generation) project, an initiative of the City Councils of Barcelona, Dublín and Helsinki, to work together on R&D with the purpose of finding a way to deploy citizen-oriented services through mobile phones and Web 2.0 technologies.

  • CEPIS NEWS which includes an article drawn from the findings of “Thinking Ahead of e-Skills for the ICT Industry in Europe”, a report published for the European Commission by a consortium led by CEPIS.
The monograph of this issue is also published in Spanish (printed full issue, summary, presentation, abstracts and some articles soon available) by Novática, issue 194 (July-August 2008).

It features the following sections:

  • A monograph entitled “Technology-Enhanced Learning” describing how cutting-edge Information Technologies are helping to enhance learning processes. The monograph combines such concepts as e-Learning, Game-Based Learning, Mobile Learning, Collaborative Learning, and Television Learning with Virtual and 3D Environments, Web 2.0 Technologies, Participatory Ecosystems, etc. in a very attractive and interesting set of materials that shows to what extent learning opportunities are being enhanced in the Information Era.
The guest editors of that monograph are Carlos Delgado-Kloos (Universidad Carlos III Madrid, Spain) and Fridolin Wild (Vienna University of Economics and Business Administration, Austria).
  • UPENET (UPGRADE European NETwork), with an article from the British magazine ITNOW which reports on the ideas that emerged at a seminar held by the British Computer Society (BCS) on the ethics and legality of autonomous and automatic weapon systems.

  • CEPIS NEWS which includes an article reporting on the Harmonise Project outcomes recently officially approved by the European Commission with a highly positive rating.
The monograph of this issue is also published in Spanish (full issue printed already available; summary, presentation, abstracts and some articles soon available) by Novática, issue 193 (May-June 2008).

Latest issue of UPGRADE available (edition in Spanish too)

The latest issue of our open digital journal, corresponding to April 2008, is available now at this website.

It features the following sections:

  • A monograph that under the title "Model-Driven Software Development" presents the modern Model-Driven Engineering (MDE) technologies, how they have evolved since the launch of the Model Driven Architecture (MDA) initiative by the Object Management Group (OMG) eight years ago, and their state-of-the-art.
The guest editors of that monograph are Jean Bézivin (Université de Nantes, France), Antonio Vallecillo-Moreno  (Universidad de Málaga, Spain), Jesús García-Molina (Universidad de Murcia, Spain), and Gustavo Rossi (Universidad Nacional de La Plata, Argentina).
  • UPENET (UPGRADE European NETwork), with two articles: the first one from the German journal Informatik Spektrum reviews the results produced by the TOP500 Project, which was conceived to track and detect trends in high performance computing, since the days of its birth; the second one from the Italian digital journal Mondo Digitale analyses the factors that most commonly impede the management of IT projects.

  • CEPIS NEWS which is intended to provide some news around the projects in which CEPIS and its member societies are involved.
The monograph of this issue is also published in Spanish (full issue printed already available; summary, presentation, abstracts and some articles soon available) by Novática, issue 192 (March-April 2008).


New
UPENET Partners

UPENET (UPGRADE European Network), the network of CEPIS member societies' publications, created in 2004, has two new members, so augmenting its membership to nine.

The two new UPENET partners are:
  • Informatica, quarterly journal published, in English, by the Slovenian CEPIS member society Slovensko Drustvo Informatika (Slovenian Society Informatika, SDI). Informatica started in 1977, one year after SDI was established.
  • Tölvumál, biannual journal published, in Icelandic, by the Icelandic CEPIS society Skýrslutæknifélagið (Icelandic Society for Information Processing, ISIP). It was created in 1976. By the way, Tölvumál means "computer issues" in Icelandic.
Accordingly, Informatica's Managing Editor, Matjaz Gams, and Thorvardur Kári Ólafsson, Chief Editor of Tölvumál, become members of the UPENET Advisory Board.

We are sure that our new partners will contribute to enhance the scope and quality of materials as well as the relevance and usefulness of the UPGRADE contents for the ICT community in Europe and worldwide.

July 1, 2008:  New Deputy Chief Editor of UPGRADE

Francisco-Javier Cantais-Sánchez has been appointed for the new position of Deputy Chief Editor of UPGRADE.

Javier, a young Spanish lawyer and economist who has worked as an IT Consultant for important firms for several years,  will cooperate  closely with the Chief Editor in the diverse tasks required to publish a new issue of our digital journal every other month.   • A monograph entitled "IT Governance" which aims to review the fashionable concepts and principles arising from corporate governance issues, focusing on the need to align IT departments' practices with business goals.
The guest editors of that monograph are Dídac López-Viñas (Universitat de Girona), Antonio Valle-Salas  (Abast Systems), Aleix Palau-Escursell (Netmind), and Willem-Joep Spauwen (Quint Wellington Redwood Iberia).
  • UPENET (UPGRADE European NETwork), with an article from the Polish journal Pro Dialog which presents a broad overview of aspect oriented programming and its correlation with object oriented programming.

  • CEPIS NEWS which includes an article by the CEPIS Legal and Security Experts Group on authentication approaches for online banking and recommendations that can be given on this subject.
The monograph of this issue is also published in Spanish (full issue printed already available; summary, presentation, abstracts and some articles soon available) by Novática, issue 191 (January-February 2008).

  • A monograph that under the title "Free Software: Research and Development" describes the last developments in the Free Software field and how they can shape the future of research and development activities, and even of the so-called new economy itself.
The guest editors of this monograph are Andrea Capiluppi (University of Lincoln, UK), José-Rafael Rodriguez-Galván, Manuel Palomo-Duarte (Free Software Office, Universidad de Cádiz, Spain), and Israel Herraiz (Universidad Rey Juan Carlos, Spain).
  • UPENET (UPGRADE European NETwork), with an article from the Spanish journal Novática which presents some controversial discussions that the introduction of electronic passports has led. They are related to  security features of those passports and new threats to the privacy of passport holders.
The monograph of this issue is also published in Spanish (full issue printed already available; summary, presentation, abstracts and some articles soon available) by Novática, issue 190 (November-December 2007).
